Higher education institutions often stand at the forefront of academic research and technological development. Much of this research and technology is key to growing the U.S. economy. There is a risk of other nations procuring that technology to the detriment of the U.S. Congressional research has found that nations like China have been taking technology from colleges and universities nationwide. Congress and the executive branch have enacted policies and legislation to prevent the hemorrhaging of intellectual property through higher education institutions. Institutions taking part in research have a target on their back, of which they must be cognizant. These institutions must take the proper steps to achieve the data privacy required to secure their research.
